2017 “Security, Democracy & Cities” Conference: registration is now open!

Organised by the European Forum for Urban Security (Efus), the Government of Catalonia and the City of Barcelona, this international and interdisciplinary conference will be dedicated to the coproduction of urban security policies.

Efus’ action is based on the belief that security is a common good that must involve the coming together of stakeholders in urban life and that relies on a balance between prevention, sanction and social cohesion. The conference will address the subject of shared governance between different territorial levels as well as the participation of the private sector and of civil society –particularly citizens- in security policies.  

For two and a half days, participants will discuss possible solutions to complement national and European responses. This will be done with the aim of confronting the challenges that cities have to tackle including the prevention of violent radicalisation, the fight against discrimination, organised crime, victim support, the organisation of public spaces, nightlife management, etc. These topics will be handled during plenary sessions or through workshops, discussion panels or field visits.

The conference will rely on the knowledge and experiences stemming from Efus’ work over the course of the last 30 years and will mark the anniversary of its founding in Barcelona in 1987.

The conference will result in the adoption of a Manifesto, a common policy platform drafted by participants and named after the two hosts. It will follow in the footsteps of previous Manifestos published subsequent to Efus’ international conferences of Montreal (1989), Paris (1991), Naples (2000), Saragossa (2006) and Aubervilliers & Saint-Denis (2012).

At whom is the conference aimed?

Unique in its field, this event is aimed at all security and urban life stakeholders: elected representatives, local authority staff, magistrates, law enforcement agencies, social workers, researchers, private sector representatives and members of civil society. Almost 800 participants coming from Europe and beyond are expected, in order to share their knowledge, experiences and practices.
