SPARROW – Solid Preparedness And Resilience for Robust Operations during Disaster Wilderness

Local and regional authorities are increasingly exposed to evolving climate-related, industrial, social and health risks, as in the recent case of the Covid-19 pandemic. Efus has supported European local and regional authorities in their growing responsibility to prevent and manage the natural impacts of climate change, rising cybercrime, and other crises. Given these rising challenges, fostering European cooperation on disaster preparedness and crisis management is more crucial than ever, particularly in light of recent disasters affecting cities and regions  worldwide, especially in Europe.

Context

The SPARROW Project is aimed at strengthening resilience against natural and digital crises. With growing threats from climate-related disasters and cyber-attacks on critical infrastructures, SPARROW will empower first responders and essential services with tools to respond swiftly and effectively.

Objectives

The SPARROW project focuses on:

  • Developing a comprehensive framework of practices for crisis management
  • Enhancing societal resilience and securing critical infrastructures
  • Boosting Europe’s capacity to resist and respond to natural and digital crises
Consortium

The consortium is led by the university of Cyprus. It brings together Exus Software, Plan4all Zs, Space Hellas Sa, Roadtwin S.R.O., E Trikala Ae, Sitmp, Reaction Youth For The Prevention Ltd, Pravo I internet Foundation, Johanniter Osterreich and Efus.

Activities

The Sparrow project activities are :

  • Strengthening multi level cooperation across local, national, and European institutions for unified crisis response
  • Building an integrated platform to engage stakeholders and empower citizens, local authorities, and first responders in co-designing effective solutions
  • Contributing to European standards and promoting CEN (European Committee for Standardisation) guidelines for crisis management
Efus’ Role

Efus’s role in the SPARROW project focuses on identifying promising practices and detecting vulnerabilities in critical infrastructure during digital failures. Efus will collaborate with various partners to assess the capacities of cities and regions within its network, conduct a comprehensive analysis, and actively integrate these findings into the project’s activities and outcomes. Additionally, Efus will perform a gap analysis to evaluate robustness, co-design an operational framework for collaborative preparedness and response, and develop policy recommendations to enhance crisis readiness.
