La Rochelle (CA)

 1. General Information :

The Conurbation Community of La Rochelle is the Intercommunal Cooperation Authority (EPCI, according to its French acronym) located in the department of Charente-Maritime and in the Poitou-Charentes region. The Conurbation Community of La Rochelle brings together 28 communities. It is the most populated intercommunal structure of the Poitou-Charentes region, even surpassing the conurbation of Poitiers, the regional capital, in terms of population.

The Community finances social housing, establishes property reserves and prepares and manages caravan sites for travellers. Its housing policy is set out in the “Local Habitat Programme” (PLH, according to its French acronym). At the same time, the Community manages contractual arrangements for local and urban development, for economic and social integration and for crime prevention.

Safety Contract: The Conurbation Community of La Rochelle has been working on “Crime Prevention” since 2000. In 2004 the Committee created the Conurbation Council for Security and Crime Prevention (CASPD, according to its French acronym).

13/18 Questions on Justice: This action targets students in their 3rd year of secondary school and affects 1,400 students every year. Objective: to fight bad behaviour, to understand the judicial institutions, to become aware of one’s rights, obligations, and the consequences of one’s actions.

The Urban Social Cohesion Contract: Approximately 20% of residents in the Conurbation Community of La Rochelle live in priority neighbourhoods for city policy. In order to improve the quality of daily life and to restore the balance with neighbourhoods in the region, the Community and the State both signed an Urban Social Cohesion Contract (CUCS, according to its French acronym), to last from 2007 to 2012 (extended until 31 December 2014).
