1. General Information :
Brest is a French city in Brittany. It is the capital of the district of the Finistère department. Its inhabitants are called the “Brestois” and “Brestoise” (Brestad ha Brestadez in Breton). It has an important harbour, particularly for the military, and is located at the western tip of Brittany and of France. The city is located on the western edge of continental Europe, hence the expression “Europe from Brest to Brest”.

Safety Contract: The city of Brest created a City Council for Crime Prevention (CCPD) in 1985, then drew up a contract of preventative policies for security in 1987, and finally signed a Safety Contract in 1997. The city has been a member of the Intermunicipal Council of Security and Crime Prevention, at the district level of Brest Métropole Océane, since it was created in 2003.
