Good relations between citizens and their police are a decisive factor in the population’s feeling of security; they are also key in enabling the police to work efficiently and with serenity.
Because cities play a central role in local life, they can contribute to bridging the gap between the police and the population by acting as intermediaries.
This publication presents an overview of the major challenges linked to this subject, as well as a series of good practices and recommendations to reinforce relations between the police and the population.
It is the result of work carried out by eight Efus member cities from 2013 to 2015 as part of the IMPPULSE (IMproving Police-Population Understanding for Local SEcurity) project: Amiens (France), Aubervilliers (France), Barcelona (Spain), Brussels (Belgium), Lisbon (Portugal), Milan (Italy), Nantes (France), Toulouse (France), with the aid of experts.
