Research Project: Cities and places of trafficking in human beings for the purpose of sexual exploitation, Lyon, 1999
The overall objective of this project was to observe the management of prostitution scenes in seven European cities, focusing primarily on the relationship between the demands of public health and those of public order within the areas concerned.
The “Cities and places of trafficking in human beings” project comprised two stages:
– observation and data collection, with emphasis on an inter-disciplinary approach
– feedback, sharing and evaluation of practices
During the first stage, audits were conducted in each city by a team from the European Forum. These visits to cities involved meetings with most of the key-players engaged in the struggle against trafficking in human beings and in management of prostitution scenes: local politicians, municipal services, police etc, and in some cases, meetings with individuals practicing prostitution, in the course of night-time visits to places where prostitution is practiced.
