The Council of Europe has asked Efus to carry out a study on isolated minors in France, as well as in Morocco, Spain and Italy. The conclusions of this study were made public at the Malaga conference on 27 October.

Efus also helped to write the conclusions accepted and adopted at the end of the conference.

At this conference, the Council of Europe wanted to identify the practices and the policies which best support isolated minors. The secondary purpose is to elaborate strategic main lines for the international cooperation in order to help the member states to manage the European migratory influx.
